Setelah penduduk semakin bertambah , Kepemimpinan pun berubah menjadi pembarap atau kerto di bawahi pasirah sebagai Kepala Marga Sungai Aro, setiap Desa dikepalai oleh Kerio, di bawah Kerio ada Penggawa seperti Kepala Dusun dan pada saat itu Puyang Penabak Desa Negeri Ratu Baru hampir pindah ke Lampung karena penduduk semakin banyak yang pindah dan pada saat itu Puyang Penabak Desa Negeri Ratu Baru mendapat petunjuk bahwa tidak akan pindah kemana-mana sebelum terbentuknya Desa Negeri Ratu Baru, Dari Zaman Puyang mendapatkan petunjuk itu penduduk Desa Negeri Ratu Baru menjadi semakin banyak dan Usaha Perkebunan Jagung menjadi Usaha Pertanian yang paling menonjol di Desa Negeri Ratu Baru dan hingga saat ini penduduk Desa Negeri Ratu Baru berjumlah 1.542 Jiwa dan 475 KK (Kepala Keluarga).
